hmm thats a tough one. my only suggestions are:
1. make sure your brake cable is adjusted tight enough. you do this by tightening the nut on the back of the line behind the lever its self. or
2. how many miles are on the bike and how often do you use the rear brake. may be the drum itself is worn too thin? not really sure. i try not to use the rear brake at all if i can keep from it. pads are easier to replace :-). either way if you figure it out, post it and let us know.
p.s. if you adjust the brake cable dont adjust it too much or the brake will stay on. been there and done that.
